Biography
Dean G. Popps is Senior National Security Advisor to Williamson Law Group and its clients in the defense industry and business.
He served in two presidential administrations as Acting Assistant Secretary of the Army for Acquisition, Logistics and Technology and Army Acquisition Executive from 2004 to 2010. He oversaw the Army’s acquisition function and management system, including more than 600 Army and Joint Programs of Record during wartime, weapons systems lifecycle management, the Program Executive Officers, and the 42,000-person Army Acquisition Workforce.
From 2004 to 2007 he was also Principal Deputy Assistant Secretary (ALT) and Director of Iraq Reconstruction and Program Management, overseeing the Iraq Relief and Reconstruction Fund. In 2003 he joined the Coalition Provisional Authority in Baghdad as Director of Industrial Conversion.
Before government service he was a telecommunications entrepreneur and CEO for more than two decades. He co-founded the Dallas Fort Worth Teleport in 1984, was an original incorporator of C-SPAN, and helped launch BET’s satellite transmission and closed captioning.
